Note:
rated lists are ordered based on a combination of the rating and the number
of people voting. Thus a picture with a rating for 6.7 but tons of votes will beat
out a picture with a rating of 9 but only a couple votes. For more info,

How Ratings Work
Ratings are sorted by what we call a weighted average.
The formula for the weighted average works like this: the weighted average is computed by taking the true
average rating times the number of people who have voted and then dividing that by the number
of people who have voted plus one. If you do the math you'll see that for small
numbers of people voting the weighted average comes out much lower than the true average,
but as the number of people voting goes up, the weighted average approaches the true average.
